During the Commonwealth of Massachusetts's civic fiscal years ( FY13 & FY14) ~ the new-style blue moon in Aug 2012 & old-style blue moon in Aug 2013 offers mere motion to launch community ventures ~ "Once in a Blue Moon" opportunities to mark history and make history ..
